Dubia is set to build a "1.5-billion-square-foot Waterfront City" on an artificial island, designed by Rem Koolhaas, that "will be divided into 25 identical blocks -- populated by a mix of tall and squat towers punctuated by more fantastic buildings." Click here for first picture in gallery.
